The Ceres Downtown Specific Plan was adopted by the Ceres City Council on January 10, 2011, following a comprehensive planning effort that began in 2007.
The plan includes 960 acres in the western portion of the City of Ceres, bounded by Whitmore Avenue to the north, Service Road to the south, Ustick Road to the west and the Union Pacific rail line to the east. The plan includes areas designated for residential, commercial, and industrial uses.
An annexation of 94 acres primarily designated for residential uses and bounded by Whitmore Avenue on the north, Moore Road on the west, and the east side of La Rosa Elementary School on the east.
