City of Ceres Appoints New City Manager

CERES – April 16, 2020

At the regular meeting of the Ceres City Council on April 13, 2020, Council [unanimously] approved the appointment of Tom Westbrook as the City Manager. Mr. Westbrook assumed his duties on April 14, 2020.

“I am honored to have been appointed as the City Manager,” stated Mr. Westbrook, “I look forward to continuing to work with the City Council to lead the organization into the future.”

Tom Westbrook began his career with the City of Ceres as an Associate Planner In January 2001. As he rose through the ranks at City Hall, he held multiple titles and positions and in November 2012 was appointed as the Director of Community Development by the Ceres City Council. At their meeting of April 13th, 2020 the City Council approved an employment contract with Mr. Westbrook, as Ceres City Manager to replace Toby Wells who will be the new City Manager in Turlock and who had served the City of Ceres in that capacity since 2014. During his time with the City, Mr. Westbrook has worked on a number of important projects such as the Mitchell Ranch Center, Ceres Gateway Center, in addition to the West Landing Specific Plan and the Whitmore Ranch Specific Plan. Further, Mr. Westbrook was the lead on the Ceres General Plan Update and also significantly contributed to the recently completed Municipal Code Update.

“On behalf of the citizens of Ceres, I would like to thank Mr. Toby Wells for his years of service and dedication. We wish him well and look forward to transitioning to our new City Manager Mr. Tom Westbrook,” stated Mayor Vierra.
